Job Description

I have an exciting role with Surrey Police for a short-term contract to last for a Business Analyst to undertake a review of the SRF funding and budget governance structure.

Responsibilities include:

Strengthen LRF coordination and secretariat capability
The SRF wish to recruit a Business Analyst to undertake a review of the SRF funding and budget governance structure. Deliverables of this review would include:
Instigate full review of SRF Finance Protocol including subscription structure and residual funds to produce new Finance Protocol for (Apply online only) in line with LRF funding from Central Government;
Lead SRF financial review workshop with SRF Executive Group members to agree 2023/2025 financial agreement/subscriptions as per options-based approach;
Scope a potential SLA/MoU which outlines the secretariat deliverables of the SRF Business Management Team;
Map and assess SRF finance working processes which underpin current operating and funding model;
Develop a set of recommendations regarding ongoing financial management of partner subscriptions and funding;
Outline set of SLA's/KPIs regarding the SRF secretariat provision.

Your experience will include:

Proven track record of working with LRFs at a strategic level and understanding of the national/local resilience landscape and legislation;
Relevant sector experience of working with central and or local government, health and blue light services (auditing/budget management);
Flexible contract anticipated to be completed over 3 months. The SRF BMT invite bids based on provisional day rate or cost per deliverable;
Reporting to the SRF, BMT with outputs and engagement with the LRF Chair/various multi-agency partners and oversight from Executive and Delivery Group. This may include interviews with multi-agency partners/neighbouring LRFs.
Ability to begin as soon as possible (August / Sept 2022).
