Monarch are working with a large government organisation that are recruiting for a Programme Manager to assist them on an initial 12-18 month contract. This position is remote with occasional travel to London and falls inside IR35. The day rate is £700-£800.

The successful candidate will have ideally worked within transport organisations previously and have managed budgets of £50m and above. 

Some of the responsibilities include:

Leading a professional programme and project management team of up to 15 people to deliver multiple projects or single programmes.

Working with the Senior Programme Manager to agree programme and project management resource requirements.

Continuous improvement and delivery of the programmes and projects to the quality, time and budget tolerances.

Accountable for holding internal and external suppliers to account for meeting or exceeding delivery requirements.  

Implementing projects and programmes up to a value of £50m and overall length of up to 3 years.

The key skills required:

Recognised project and programme methodologies (such as PRINCE or PMM), and general ITIL service management principles.

Good understanding of commercial and contract issues to ensure effective, fit for purpose, supply chain arrangements.

Good understanding of financial control, procurement processes and techniques.

Good knowledge of relevant national and international legislation relating to Government/Public Sector IT – e.g. Data Protection Act, EU Procurement Directives, IT security mandates and Freedom of Information Act.

Business change frameworks and methodologies.

Proven influencing skills at a senior level within a similar environment for allocated programmes and contracts.

Proven negotiation and problem solving skills including resolving complex issues which have a high impact on customers
