Solution Architect
Initial 6 Months (potential to extend for a further 17 months)
Outside IR35
Flexible with rates.
Part time – 12 Days per month. Days agreed with SRO.
Predominately work from home but be happy to come into the office when required (2.5 days per month on site) – Edinburgh.
Digital Directorate – iTECS Knowledge & Information Management [KIM] branch is seeking to recruit a Digital Solutions Architect – which combines the roles of Developer with that of Project Manager – to work on Digitisation & Scanning Services. This encompasses both the Digitisation of SG Legacy Paper Files (Leith File Store) project, and the new CSU Scanning-as-a-Service project which includes the replacement of the current Kofax software.
KIM requires a suitably qualified and experienced developer who has demonstrable project management skills to undertake work on the design, development and delivery of standalone and networked scanning solutions.
To deliver these projects, the Branch has convened multi-skilled team that includes Information and Records Management and Scanning specialists. These teams include both permanent members of staff and contract resources
The Scottish Government IT platform is moving from an on-premises service to a cloud based environment. Whilst the current EDRMS system will remain on premise for at least the next 2-3 years, work will begin to consider what the requirements are for moving the electronic document repository wholesale to the cloud
The Digital Systems Developer will be responsible for the delivery of the following outputs in line with customer requirements : –
Provide a design for standalone configuration i.e. not linked to the corporate network using either Windows 10, Windows 8-8.1 [this requirement is driven by the current hardware platform]
Provide a documented end to end business process solution
Provide an updated version of the database reflecting the scanning status of the records
Solution that is scalable and portable to be used across multiple sites
Interface with the corporate EDRMS known locally as eRDM – based on Oracle backend – to allow registering and saving of scanned images
Interface with whatever technologies used to provide 'Cloud Repository' as and when decided by Corporate IT Strategy
Retain appropriate audit information to meet BIP0008 standard for scanning
Allow concurrent multiple users to be able to undertake scanning and validation.
The Digital Systems Developer & Project Manager will report into the Head of the KISS Unit in iTECS but will work closely with the Legacy Paper File Manager, Central Scanning Unit Manager and Corporate Records Manager.
Mandatory requirements are the ability to:
lead and manage a small project team
provide project management practices for reporting progress
provide independent advice to the SRO and Board
work autonomously
analyse and capture user needs
demonstrate robust analytical thinking
confidently write and analyse SQL queries
create complex databases
create flowcharts
develop software applications with full documentation and configuration details
provide input to improve business processes
provide reports as necessary
revise programs for corrections, enhancements, or environment changes
demonstrate a working knowledge of XML and web services
demonstrate experience of scanning services and understanding of BIP0008 standard compliance
Desirable requirements are the ability to:
demonstrate VB and .NET programming experience
execute test plans
monitor software performance tests
recommend software upgrades
share knowledge and expertise with fellow team members
understand software design patterns
demonstrate hands-on software troubleshooting experience
document application process for future maintenance and upgrades
demonstrate an understanding of data structures and algorithms
working knowledge of digital and cloud technologies.
experience of working in a shared service / consultancy environment.
have a sufficient understanding of Kofax Capture to be able to functionally replace it
